Federal Capital Territory (FCT) Minister, Nyesom Wike, has strongly criticized contractors for the delays in completing the 15-kilometer left-hand service carriageway of the Outer Southern Expressway (OSEX), stretching from Ring Road 1 (RRI) to Wasa Junction.
During a site inspection on Friday, Wike expressed frustration with China Geo-Engineering Corporation (CGC), the firm responsible for the project, for failing to meet progress targets despite having received over 80% of the contract payment.
“I am not encouraged. Yesterday, I inspected the Apo-Karshi road, which took us through Wasa. I checked on CGC’s work here, a company I respect, but regarding this road, I am not happy,” Wike said.

He pointed out that while the government had made substantial financial commitments, CGC had only completed about 50% of the work.
“We’ve paid over 80% of the contract, and they’ve not delivered,” Wike added.
In response to the delay, Wike summoned the Federal Capital Development Authority (FCDA) and CGC to an emergency meeting, urging the contractor to commit to finishing the project by May 2025.

“Let them commit to completing this by May. That’s the only acceptable solution,” Wike declared.
Issuing a stern warning to underperforming contractors, Wike emphasized that contracts would be revoked for poor performance, regardless of the contractor’s background. “We don’t care if you are an indigenous or foreign contractor; if you don’t perform, we will kick you out and hold you accountable for the funds,” he warned
