Iran’s National Housing Movement is making major progress. Bank Maskan has secured funding for 378,880 housing units, signing contracts worth over $3.5 billion by March 2, 2025.
The initiative, backed by the Transport and Urban Development Ministry, aims to tackle the country’s growing housing needs. A total of 472,378 housing units, divided into nearly 88,000 projects, have been introduced to Bank Maskan.
These projects come from government bodies and private entities, including the Ministry of Transport and Urban Development, the Housing Foundation, and the New Towns Development Company.

Private developers contribute to 28% of the total units, showing a significant role for non-governmental investment.
As of early March, Bank Maskan has disbursed over $2.42 billion for housing projects. This funding fulfills more than 65% of its commitments. So far, nearly 89,000 housing units have been completed and placed under installment sales. This makes Bank Maskan the top-performing financial institution in the scheme.
The National Housing Movement is a key government strategy aimed at building four million residential units in four years. The goal is to help low-income families become homeowners. Out of the total, 3.2 million units will be built in cities, while 800,000 will be constructed in villages.

This initiative follows the National Housing Action Plan, which started in 2018. The government continues to push for affordable housing solutions. In February 2022, construction began on over 209,000 units under the program. This marks another step toward meeting Iran’s long-term housing needs.
