The Federal Capital Territory Administration (FCTA) has announced the commencement of title issuance for beneficiaries of properties within mass housing estates across the FCT, starting from April 21, 2025. The initiative is seen as a significant milestone in formalising property ownership and enhancing legal documentation under the FCTA’s Mass Housing Programme.
In a public notice released by the Department of Land Administration, all mass housing developers are required to submit formal applications for the issuance of land titles for properties within their estates.

To be considered, applications must include:
Right of Occupancy or Letter of Intent
Approved land use and site development plans
Approved building plans and Letters of Conveyance
As-built surveys endorsed by registered surveyors
Survey data for individual plots
A detailed list of beneficiaries, house types, addresses, and plot numbers
Executed Development Lease Agreements
Compensation payment certificates (where applicable)
Evidence of payment of all statutory fees
Soft copies of all key documents
The FCTA emphasized that only applications with complete documentation will be processed, although additional information may be requested during evaluation.
Officials say this exercise is part of broader efforts to strengthen property rights, stimulate investor confidence, and improve land administration within the FCT.
