The Federal Government, in partnership with the World Bank, has launched the 2025 National Sensitization Workshop on SABER.
The States Action on Business Enabling Reforms (SABER) Programme-for-Results is a $750m initiative supporting business-friendly reforms.
Declaring the event open in Abuja, Mrs Lydia Shehu Jafiya emphasized SABER’s role in promoting Nigeria’s economic growth.
“We are committed to creating an environment that enhances business competitiveness and overall economic attractiveness,” Jafiya said.
The programme encourages state-level reforms by providing financial incentives aimed at improving Nigeria’s business environment.
Jafiya noted that 33 states and the Federal Capital Territory (FCT) have signed the Subsidiary Loan Agreement (SLA).

Additionally, 28 states have received between $1m and $4m each, with total disbursements amounting to $68.36m.
While acknowledging reform challenges, Jafiya reassured states of continued federal support to attract investments and growth.
She stressed transparency and accountability as key factors for successful implementation of the SABER programme.
The initiative streamlines land acquisition processes and reduces bureaucratic obstacles for businesses across participating states.
It also targets increased private investment in fibre optic infrastructure by enhancing regulatory frameworks nationwide.
Moreover, SABER prioritizes strengthening investment promotion agencies and public-private partnership units to boost economic prospects.
The programme’s comprehensive reforms are expected to unlock Nigeria’s investment potential and stimulate long-term economic development.
